Torture and ill-treatment are among the most horrendous violations of human rights and dignity.

Such abuses can happen in any country, at any time, and in any place where people are deprived of their liberty.

Achieving the APT’s mission to prevent torture and ill-treatment requires proven   approaches to uphold human dignity. This context informs our Strategic Plan.

APT Strategic Plan 2025-2028

We intervene where we can make the greatest difference, focusing on:

  • Enhancing accountability and transparency through the development and strengthening of independent oversight and monitoring mechanisms.
  • Promoting and implementing effective legal and procedural safeguards to reduce the risk of torture, especially during the first hours of detention
  • Protecting people at heightened risk of torture and ill-treatment due to intersecting factors that can lead to marginalisation, inequality, and discrimination.

Preventing torture is a long-term commitment and requires collective efforts.

This is why we work in collaboration with diverse stakeholders and partners to advance our shared mission.

Our values
Our work is guided by the following core values and principles:

  • Dignity: We strive to uphold the inherent dignity of every person, including when they are deprived of their liberty.

  • Collaboration: We build trusted partnerships with a plurality of actors. We are stronger when we work together to prevent torture and other forms of ill-treatment.

  • Perseverance: We are committed to our partners, mission, and strategies, knowing that torture prevention requires a long-term vision and tenacity.

  • Non-discrimination: We place non-discrimination at the centre of our work and advocate for equity, diversity, and inclusion in everything we do.

  • Integrity: We are impartial and independent of political, economic, or sectarian interests. We are transparent, reliable, and accountable in what we do and how we do it.

Together, these values inform our efforts to build a world where torture is not just prohibited in law, but is eliminated in practice.
