Togo's National Prevention Mechanism (NPM) held a commemorative event in Lomé on June 20, 2024, to mark its fifth anniversary. The event brought together key stakeholders, including government officials and representatives from civil society organizations (CSOs) - highlighting significant achievements and reaffirming a fortified national commitment to prevent torture.

Established in 2019 following Togo's ratification of the Optional Protocol to the Convention Against Torture in 2010, the NPM has made substantial progress towards its effectiveness. Political dedication and unwavering governmental support made the establishment and operation of the NPM possible.

"The Togolese government reaffirms its steadfast commitment to enhancing the capabilities of the National Mechanism for Prevention in its mission to prevent torture," affirmed M. Pacôme Adjourouvi Togo's Minister of Human Rights.

Since its inception, the NPM has worked closely with diverse stakeholders to bolster its capacity in torture prevention. Through visits to detention facilities and awareness campaigns for security personnel and prison services, significant improvements have been made to detention conditions in Togo. A notable achievement was the publication of its annual report in 2019, setting a precedent in Africa.

The event served as a moment to celebrate the NPM's achievement over the past five years while acknowledging persistent challenges, including resource constraints that limit its ability to effectively address underlying issues such as prison overcrowding in Togo.

"Despite the successes of the NPM, current challenges, particularly financial constraints, require renewed efforts to ensure more effective protection of the rights of individuals deprived of liberty," remarked Ohini Kwao Didi Sanvee, President of the NHRI.

The event concluded with the signing of a memorandum of understanding between APT and the NPM, reinforcing enduring partnership since the NPM's inception. Certificates and recognition trophies were also awarded to institutions, including APT, for significant contributions to advancing the NPM's effectiveness.
