On 17 October 2007 the Association for the Prevention of Torture (APT) launches the Russian version of its publication, Guide on the Establishment and Designation of National Preventive Mechanisms, in Bishkek, Kyrgyzstan. The APT is using the occasion of Kyrgyzstan’s first round-table discussion on the Optional Protocol to the UN Convention against Torture titled ‘Independent Detention Monitoring of Closed Institutions in Kyrgyzstan’ to launch the publication. This important two-day event is being co-organized by the APT, Office of the High Commissioner for Human Rights Regional Representative Office in Central Asia and the OSCE Academy, where the round-table will be held.
The Guide is intended to help Russian-speaking actors establish national monitoring mechanisms in their countries and has been published with the kind financial support of the Organization for Security and Co-operation in Europe’s Office for Democratic Institutions and Human Rights (OSCE/ODIHR) and the Ministry of Foreign Affairs of the Netherlands.

17 октября 2007 в Бишкеке, Киргизстан Ассоциация по предотвращению пыток (АПП) представляет русскую версию своей публикации Руководство: Учреждение и назначение национальных превентивных механизмов. АПП пользуется возможностью, связанной с первым в Киргизстане круглым столом «Независимый мониторинг закрытых учреждений в Киргизстане», посвященным Факультативному протоколу к Конвенции ООН против пыток для представления своей публикации. Это чрезвычайно важное двухдневное событие организовано со стороны АПП, Региональным Центрально-Азиатским офисом верховного комиссара ООН по правам человека и Академией ОБСЕ.
Данное Руководство нацелено на помощь русскоязычным субъектам при учреждении национальных механизмов мониторинга в своих странах. Издание было опубликовано при любезной поддержке Бюро демократических институтов и прав человека Организации по безопасности и сотрудничеству в Европе (БДИПЧ/ОБСЕ) и Министерства иностранных дел Нидерландов.
