While prison guards in Timor-Leste undergo professional training and capacity-building on a regular basis, this does not routinely deal with the subject of torture and ill-treatment. This is why, APT, together with the Provedor of Justice and Human Rights (PDHJ)of Timor-Leste and the Ministry of Justice of Timor-Leste, has developed four modules that can be used to train prison guards.
The modules provide a range of activities and information to help trainers deliver the modules with ease. The learning activities in the modules are designed to be practical, participatory, and appreciativeof prison guards’ experience and need for personal development. It is hoped that these moduleswill be integrated into prison staff syllabuses and expanded into the training programs of other lawenforcement agencies in Timor-Leste.
