Law on Ombudsman with amendments to include NPM mandate (Articles 24-26)
Montenegro ratified the OPCAT in 2009, with a declaration under Article 24 of the OPCAT postponing the establishment of an NPM for three years.
In 2011, the Protector on Human Rights and Freedom (Ombudsperson’s Office) was designated as Montenegro’s NPM, through amendments to the Law on the Ombudsperson’s Office. The NPM started to be operational in 2013.
Montenegro's NPM is also part of the South-East Europe (SEE) NPM Network, established in March 2013. In addition to Montenegro's NPM, the SEE Network also includes the NPMs of Albania, Austria, Bulgaria, Croatia, Macedonia, Serbia and Slovenia.

NPM Structure
An Advisory Body comprising experts from relevant fields was established to assist the Protector in the implementation of the OPCAT.
Annual reports
In 2014, the Ombuds Institution published its first annual report on the activities conducted as NPM in 2013. The following year, information on the NPM was included in the annual report of the Ombuds Institution. Annual reports are available on the NPM's website.
