NPM Structure
The National Human Rights Commission is managed by a Board which comprises one Chairperson, two Vice-Chairpersons, one Rapporteur and one Deputy-Rapporteur.
The legislation establishing the National Human Rights Commission provides for the creation of thematic "sub-commissions" to examine draft opinions and carry out specific studies on human rights and international humanitarian law (Article 10, Implementing Decree). As proposed in 2007, one sub-commission was established in 2010 to assume the NPM mandate and is called "Sub-commission on the prevention of torture and other ill-treatment".
Members of the sub-commissions can consult external experts on relevant issues. However, those experts do not participate in the final deliberations.
Neither plenary sessions of the National Human Rights Commission nor meetings of the sub-commissions are public.
Annual reports
The National Human Rights Commission publishes an annual report on the situation of human rights in Mali (Article 3, Law establishing the Commission), which includes information on visits to places of detention conducted by the Commission. The institution can also publish reports on specific issues.
