Kyrgyzstan ratified the OPCAT in 2008 and established a new specialised institution dedicated to torture prevention as NPM: the National Center for the Prevention of Torture and Other Cruel, Inhuman, Degrading Treatment or Punishment.

The legislation establishing this new institution and its superior administrative body, the Coordinating Council, was adopted in July 2012 and the NPM started to be operational in March 2014.

The Subcommittee on Prevention of Torture visited Kyrgyzstan in September 2012. The report has been made public.

NPM Structure

The NPM comprises the National Centre for the Prevention of Torture and the Coordination Council for the Prevention of Torture.

According to the NPM legislation, the National Centre for the Prevention of Torture is the body responsible of the day-to-day preventive work of the NPM, including carrying out visits of places of detention. The Coordination Council for the Prevention of Torture has the role of spearheading the NPM’s advocacy and policy activities and acting as its interface with the authorities.

The National Center for the Prevention of Torture includes a central office, based in Bishkek, and local offices based in the administrative regions (oblast') of the country. It has entered into several monitoring partnerships with civil society organisations and the local Ombudsperson's office.
