Law on the Commissioner for Human Rights (September 2002)

Kazakhstan ratified the OPCAT in 2008 with a declaration under Article 24 (OPCAT) postponing the establishment of its NPM for a few years. In July 2013 the government adopted the law designating the Commissioner for Human Rights as NPM in cooperation with civil society and public monitoring commissions which are based throughout the country. The NPM started to be operational in April 2014.

The SPT visited Kazakhstan in September 2016. The visit report has not been made public yet.

NPM Structure

The Commissioner for Human Rights is designated as NPM in cooperation with civil society and includes local visiting commissions, which are based throughout the country.

An NPM Coordinating Council was established under the Ombudsman. The Coordinating Council acts as a coordinating body of the NPM’s activities, and is involved in the overall selection of NPM members, selection of NPM members’ groups for preventive visits, supervision and advice on methodological issues, and preparation of the NPM annual report.
