Brazilian authorities should take all appropriate measures to ensure the establishment and effective functioning of torture prevention mechanisms in all states of the country. This is what the UN Subcommittee on the Prevention of Torture stated in its report presented to Brazil and now published in Portuguese (translation available from the Ministry of Human Rights).
