In November 2001, in response to deliberations within the Committee against Torture to consider drafting a General Comment on the definition of torture as contained in Article 1 of the UNCAT, the APT held an expert seminar to examine the interpretation of the definition of torture under international law and consequences of a conclusive commentary on this issue. This publication contains a summary of the seminar proceedings and the concluding observations as well as various background papers that were presented as a basis for further discussion.
