First South America OPCAT implementation seminar

ImageThe APT organized, in Asuncion, Paraguay, on 29 May, the first regional seminar for MERCOSUR countries of South America on the national implementation of the Optional Protocol. The seminar enabled a review of national actions between, for the first time, three Latin American members of the new international Subcommittee for the Prevention of Torture with Government Officials and NGOs from Argentina, Bolivia, Brazil, Chile, Paraguay, Peru, Uruguay and other observer States.

High-level authorities on human rights and civil society representatives of the MERCOSUR region (Argentina, Brazil, Bolivia, Colombia, Chile, Ecuador, Paraguay, Peru, Uruguay and Venezuela)
Purpose: To promote prompt ratification and effective implementation of the Optional Protocol to the UN Convention against Torture (OPCAT) in the MERCOSUR region through the exchange of experiences on the designation of national preventive mechanisms (NPM). 
Background: The seminar is the first regional meeting of States’ Parties to the OPCAT to take place in the world since the treaty’s entry-into-force on 22 June 2006.  It is also the first time that members of the newly-established UN Subcommittee for the Prevention of Torture (SPT) come together to exercise their mandate of advising States’ Parties on the designation of their respective NPMs.  Deliberations on the OPCAT and torture prevention measures in the region will continue during the VIII Meeting of High-Level Governmental Authorities on Human Rights of MERCOSUR, to take place following the regional seminar from 30 May to 1 June.
