APT advocacy activities in relation to the 64th session of the UNGA Third Committee in New York

Purpose:
  • To strengthen support for a comprehensive annual resolution on torture and other ill-treatment adopted by the Third Committee of the UN General Assembly
  • To closely follow the debates taking place at the Third Committee in relation to torture and other cruel, inhuman or degrading treatment or punishment
  • To raise awareness about some of the main challenges faced by the three main UN bodies on torture
Partners: Permanent Mission of Denmark to the UN in New York (for the parallel-event)
Activities:
  • Advocate towards improving the language of the resolution on some key APT concerns
  • Follow the debates at the UNGA Third Committee
  • Co-host, with the Permanent Mission of Denmark, a parallel event gathering the Chairperson of the UN Committee against torture (CAT), the Chairperson of the UN Subcommittee on prevention of torture and other cruel, inhuman or degrading treatment or punishment (SPT), and the UN Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment (SRT), as well as Diplomats, representatives of the UN and members of civil society
Outcome:
  • More comprehensive normative protection against torture and other cruel, inhuman or degrading treatment or punishment
  • Increased awareness among key stakeholders represented in New York about the main issues and challenges pertaining to the combat against torture and other cruel, inhuman or degrading treatment or punishment, including as they relate to the work of the CAT, the SPT and the SRT
  • Increase of co-sponsors of the resolution
Unique Aspects:
  • By actively advocating for improvements in the annual resolution adopted by the UNGA in New York, and in addition to the work carried out on the annual Human Rights Council resolution in Geneva, the APT seeks to ensure that these two important instruments, adopted by consensus by all Member States of these bodies, provide a strengthened and more comprehensive normative protection against torture and other ill-treatment
  • For the first time, the Chairperson of the SPT has had the opportunity to present to the Third Committee an oral report and participate in an interactive dialogue with the Member States. This occasion gave a unique opportunity to build on the momentum created by the combined presence of the Chair of CAT, the Chair of SPT and the SRT both to put torture high on the agenda of the Member States to the Third Committee and to improve the visibility in New York of these three essential UN human rights mechanisms. As a consequence, the APT decided to organize, together with Denmark, a parallel event to be held at the UN on the day when the presentations were given to the Third Committee by the three experts.
