Once established, NPMs may face practical challenges associated with the implementation of their preventive mandate. Becoming an effective NPM is an on-going process that is developing and evolving over time.
Conditions for NPMs effectiveness:
- independence (functional, personal, institutional)
- sufficient resources (financial and human)
- multidisciplinarity of NPM team
- powers and guarantees, in particular access to all places, information and person
Practical tools for NPMs
The Subcommittee on Prevention of Torture has developed guidelines to orient the operations of the NPM.
The APT has published several papers and publications on the issue of NPM operations and we assist NPMs in implementing their preventive mandate strategically.
