The ultimate responsibility to respect and protect human rights rests on the government and its authorities.

National torture prevention strategies and measures need to involve representatives from all relevant ministries (local, provincial and/or national) with responsibility for places of detention. This includes both political and technical staff as well as administrators and staff of places of detention.

As staff of places of detention are responsible for the care and custody of persons deprived of their liberty, they are directly involved in the concrete implementation of OPCAT and the application of concrete preventive measures.
